President & CEO
Will is the founder, President, and Chief Executive Officer of E-PAGA, INC. Before founding E-PAGA in 2006, he spent several years managing large information technology initiatives for Northrup Grumman and Danya International. Will is a Software Solutions Architect and an entrepreneur at heart. As founder of E-PAGA, he carried over everything he learned from his experiences about consulting, entrepreneurship, people, and culture in helping create the foundation of E-PAGA.
Executive Vice President & Chief Operating Officer
Anna is the Executive Vice President and Chief Operating Officer of E-PAGA. For over 25 years, she has helped small businesses thrive in the Federal contracting arena. A versatile executive with a history of increasing efficiency, quality, and revenue, her passion is centered around building and coaching high-performing, collaborative teams. Anna has directed over 40 high-profile contracts and subcontracts, several spanning more than a decade and across multiple companies. She is also experienced in managing large IDIQ contract vehicles for numerous clients including CDC, CMS, FDA, HRSA, NIH, and SAMHSA.
Vice President
Susan is the Vice President of Business Development and Chief Growth Officer at E-PAGA. For more than 25 years, Dr. Chibnall has supported multiple consulting firms as a business development professional and senior study director. Over her career, she has contributed to more than 150 competitive proposals, securing more than $40 million in contracts. Dr. Chibnall is an experienced study director, having managed more than 50 research and evaluation studies for a variety of state, local, and Federal Government clients in the areas of child welfare, family violence, relationship violence among young adults, juvenile justice, women and substance abuse, and systems reform efforts. She has also provided technical assistance and training around federal contract procurement and proposal writing, program evaluation, and mental health and family violence to more than 100 organizations nationwide.
Instructional Systems Designer
Victoria (Tori) is a seasoned ISD with extensive experience in supporting training design, curriculum analysis, course revision, training facilitation, technical writing and business process improvement efforts. She holds an M.Ed. in Instructional Design and Technology from George Mason University and has been excitedly supporting Federal and private training efforts since 2012. Though her primary skillset lies in Instructional Design, she also enjoys trying to bolster her skills in graphic design and course development.
Instructional Systems Designer
Jennifer (Jenny) is a Senior Instructional Systems Designer with over a decade of experience designing training solutions for government clients. Her approach to learning focuses not just on what students need to know but what they need to do. This approach has led her to develop innovative, experience-rich courses in a variety of formats for training audiences across the nation and around the world. Her expertise lies in designing scenario-based activities that prepare students to seamlessly and confidently transfer their newly-learned skills to the workplace.
Technical Writer & Quality Control Specialist
Rachel is an Instructional Systems Designer and Quality Control Specialist with a focus on training development-related projects. Previously working in the legal field, she found her niche in instructional design and now holds an M.Ed. in Educational Technology from James Madison University, working with the instructional design team, graphic designers and developers to deliver exceptional products and program support to E-PAGA’s clients. In addition to instructional design, her professional interests lie in Section 508 compliance and digital accessibility.
Instructional Systems Designer
Travis is an Instructional Systems Designer who specializes in adult education and has significant experience with course design, instruction, and evaluation. Prior to E-PAGA, Travis spent 10 years as a university administrator and director of admissions and marketing for adult, graduate, and professional programs. Since 2016 he has also served as an adjunct instructor, writing and teaching adult degree completion and graduate courses in organizational development, organizational behavior, and marketing. He has also participated in numerous course and curriculum redesign projects for several graduate and undergraduate programs.
Project Manager
Corey is a Project Manager at E-PAGA who supports various government contracts in their progression from kick-off meeting, through major milestones, final deliverables, and everything in between. She holds a Master’s Degree in Emergency Management and Homeland Security, and has achieved FEMAs coveted Master Exercise Practitioner title. Between her experience in Project Management, Consulting, and serving in the US Marine Corps, Corey has over 12 years of experience solving hard problems with a creative mind.
Editor/Writer
Hilary has more than 20 years of experience in academia and a decade of experience as a professional writer and editor, Hilary’s multidisciplinary background in science, education, and business administration makes her a versatile contributor to an array technical writing projects. Working with the E-PAGA team, she supports the development of training materials for Federal clients, performs quality assurance review on client deliverables, and helps to develop E-PAGA’s communications.
Developer
Jesse is a Senior Developer with 13 years of professional experience in the eLearning industry, spanning the instructional design, programming, and multimedia facets of courseware development. Jesse possesses advanced object-oriented programming skills and excellent writing skills, allowing him to uniquely bridge the gaps between design, development, and implementation. His passion for efficiently solving problems and keeping up with the latest technology trends and best practices translates to streamlined workflows and quality products.
Software Engineer
Zach is a Senior Software Engineer with a multidisciplinary background. He has degrees in both Computer Science and Bioinformatics, as well as certifications in Machine Learning. His unique background and talents have allowed him to work in a variety of industries, including Fintech, Biotech, and E-commerce. Working with E-PAGA, he supports the backend development of our projects and handles our infrastructure and systems administration.
Project Analyst
Jadyn is a Junior Project Analyst who supports projects by maintaining, monitoring, and analyzing project data while preparing and evaluating documentation. While at E-PAGA, she has developed a deeper understanding of how to be a successful project analyst, demonstrating efficiency and enthusiasm in her work ethic.
Project Analyst
Ciana is a Junior Project Analyst who contributes to projects by tracking, maintaining, and analyzing project data as well as creating and assessing documentation. She graduated from the University of Maryland, Global Campus, with honors in Business Administration and Management. Prior to joining the E-PAGA team, she worked as an office manager, executive assistant, and program management specialist with proficiency in internal and external communication and program management review. She is committed to improving company efficiency and ensuring high-quality results.
Accountant
Tom is an accountant whose financial services experience includes accounts payable, accounts receivable, entity risk assessment, project performance monitoring, project cost reporting, reconciliations, variance analyses, forecasting, and enterprise resource planning. Before joining E-PAGA, Tom handled a construction company’s complex finance and accounting duties. He previously provided financial services and business operations support to a management consulting firm.
