FEMA’s Managing Officer Program Evaluation and Redesign Contract

FEMA has awarded E-PAGA a contract to conduct a program refresh of the Managing Officer (MO) Program, a multiyear curriculum created by the United States Fire Administration and offered at the National Fire Academy (NFA). The NFA’s MO Program engages students in professional development and exposes them to subjects not typically part state or local training programs, including change management, risk reduction, and adaptive leadership.

Under this contract, E-PAGA will perform a comprehensive assessment and redesign of the MO Program by overhauling the plans of instruction for its four core 6-day resident courses. The project entails:

  • thorough review of all program materials provided by the NFA.
  • analysis of MO Program data (e.g., student demographics, enrollment trends, course evaluations).
  • review of national competencies, national trends, and the needs of the field.
  • facilitation of an evidence-based discussion of how the MO Program should evolve to meet the needs of future students and the departments they serve.

E-PAGA has a long history of supporting FEMA’s NFA, having completed more than 40 NFA contracts to date.
